If so, you may re-assign the admin role to this user and see the outcome, or assign the password admin role to another user to narrow down if it is an account issue.

Please check if this is your scenario. If not, there would be something goes wrong. Please let me know. It uses your alternate contact info to verify you're the right person to reset your password.
